Millbury opens review of electricity aggregation plan
The Town of Millbury has opened a 30-day public review period on a revised aggregation plan for its Millbury Power Choice electricity program, with comments due by Nov. 23.
The Town of Millbury announced Oct. 20 that it has opened a 30-day public review period for a revised aggregation plan governing Millbury Power Choice, the town's official electricity supply program that has been active since July 2017.
The aggregation plan describes how the program is structured and operated. Millbury's original plan won approval from the state Department of Public Utilities in January 2017. In July 2024, the DPU issued new rules known as the "Guidelines for Municipal Aggregators," which expand local authority for cities and towns over their aggregation programs and increase public transparency about how the programs operate. The town's revisions are intended to bring its plan into line with those new guidelines.
According to the town, the revised plan would let Millbury update its format without a lengthy DPU approval process, strengthen annual performance reporting, and expand flexibility to introduce new electricity supply options.
Residents can review both the current and revised plans on the program website, MillburyPowerChoice.com. Written comments can be submitted through a comment form on that site, or by emailing support_ma@goodenergy.com with the subject line "Millbury Plan Comments." Good Energy is the consultant that developed and manages the program on a day-to-day basis.
The public review period runs until Nov. 23, 2026.
