Planning Board Approves Riverlin Street Site Plan
Planning Board · Meeting of September 14, 2026
Millbury Planning Board closes 20-month Riverlin Street review, tables solar bylaw rewrite. The board approved a revised site plan and stormwater permit for 100 Riverlin Street after a lengthy debate over gating a private access road, with member Francis DeSimone warning "I do not trust that bridge," while property owner Jack Wu and the applicant's engineer opposed a locked gate. Conditions added include invasive-species removal after resident Joe Labonte flagged a spotted lanternfly infestation.
The board separately accepted a covenant as surety for the Old Common Road subdivision by a unanimous 5-0 roll call, reappointed Tony Ngo as CMRPC delegate, and tabled Director Victor Panak's 13-page solar zoning bylaw rewrite to September 28 after DeSimone argued the state "wants it all." The board also honored former member Rich Gosselin for 25 years of service.
